In the appeal, which was addressed to all factions today, Tuesday, November 3, 2026, the lawmakers noted that, unfortunately, more than two years after the election for the sixth parliamentary term was administered, the Kurdistan Parliament has remained paralyzed and disconnected from carrying out its legislative and oversight duties within the region’s system of governance. This is due to the procedures for the first session, which has remained open since December 2, 2024, not being completed.
The lawmakers stressed that citizens’ voices and will acquire meaning only when parliament is operational. The paralysis of this institution runs counter to the principles of democracy and the supreme interests of the people of Kurdistan. Therefore, based on the presidency of the region’s decree, Articles 46, 47 and 48 of Election Law No. 1 of 1992 (as amended), Articles 11 to 14 of the parliament’s internal rules, and the written request of the eldest member on December 9, 2024, to ring the meeting bell at 11:00 a.m., they issued this appeal.
At the end of their message, the lawmakers called on all parties to assume their historic responsibility toward the blood of the martyrs and the will of voters, and to place the supreme interests of the people of Kurdistan above everything else, so that a new phase of parliamentary work and rule of law can begin in the Kurdistan Region.
