According to the Ministry of Interior’s official document No. 34702, dated 1/11/2026, and pursuant to Article 12 and Point 30 of the appendix to the amended No. 1 of the 2021 Instructions for Issuing Electronic Visas and Residency in the Kurdistan Region, it has been decided that, for obtaining an exit stamp, only 500,000 Iraqi dinars (five hundred thousand) will be collected from these individuals as a fee, regardless of the length or number of years they have remained illegally in the Region.
This decision is a major relief for foreign nationals who have lived irregularly in the Kurdistan Region for many years and faced extremely heavy financial penalties because they lacked official residency permits. The measure gives them the opportunity to return to their countries legally and at the lowest possible cost.
The Ministry of Interior stressed that all foreign nationals in irregular status should take advantage of this opportunity and immediately begin the procedures for their departure and return travel at the relevant residency offices.
