The Integrity Commission announced the issuance of an arrest warrant for a former head of the Accounting Division in Salahaddin on charges of taking and appropriating nearly three billion dinars allocated for fuel. It also uncovered a case involving the squandering of public funds in the purchase of medical equipment for Khurmatu Hospital.
Today, Sunday 25 of October 2026, the Iraqi Integrity Commission stated in a release: Based on a decision by the judge of the Integrity Investigation Court in Salahaddin Governorate and under Article (316) of the Penal Code, an arrest warrant has been issued for a former head of the Accounting Division at the governorate's office, after their investigations revealed that the individual had appropriated (two billion and 975 million dinars) allocated to a project for supplying fuel to generators serving projects and government departments.
The release stated that the accused received the money from the Fuel Purchasing Committee, claiming that he had been assigned the task by the governor, but later refused to return the money.
Separately, the Integrity Commission revealed that, in a separate case, it had documented major squandering of public funds at the Salahaddin Health Directorate, involving the supply of medical equipment to Khurmatu Hospital without any need for it; the equipment was subsequently left without being installed or put into operation, exposing it to the risk of deterioration. Investigations also revealed laxity and negligence in implementing the contract.
The Integrity Commission also indicated that its teams had seized all documents related to the contract, under which the equipment consisted of five blood-drawing chairs, five electrocardiography machines, one laboratory incubator, along with three centrifuges. The Salahaddin Financial Supervision Directorate has now been asked to assess the scale of the damage caused to public funds by the purchase of this equipment.
