The Media and Information Department announced that a high-level negotiating delegation from the Kurdistan Regional Government will visit Baghdad tomorrow, Wednesday, to discuss financial rights and entitlements in the 2027 budget bill and the stabilization of salaries.
Today, Tuesday, 6 October 2026, the Media and Information Department of the Kurdistan Regional Government published a statement saying: As part of the continuation of negotiations with the federal government regarding the region's obligations, rights and entitlements in the 2027 general budget, a high-level negotiating delegation from the Kurdistan Regional Government will visit Baghdad on Wednesday, 7 October 2026.
The statement said that the delegation consists of: the head of the Diwan of the Council of Ministers, the secretary of the Council of Ministers, the head of the Coordination and Follow-up Department, the deputy minister of Natural Resources, the directors general of the Budget and Accounting Departments at the Ministry of Finance and Economy, and the representative of the Ministry of Peshmerga Affairs.
The Media and Information Department indicated that the regional delegation, in coordination with Kurdish representatives in the federal authorities, will hold an official meeting with the Federal Ministry of Finance to reach a joint and fair understanding regarding the financial and oil obligations and the region's rights in the 2027 budget. It also emphasizes that the Kurdistan Regional Government has fulfilled its financial and oil obligations toward Baghdad and will continue to do so in 2027, in a way that leaves no pretext for delaying, suspending or reducing the region's financial entitlements.
Another part of the statement said that the meetings would discuss the totality of financial rights, including: salaries and entitlements of salaried employees, the Peshmerga and internal security forces, retirees, political prisoners, families of martyrs, beneficiaries of social care, as well as the region's entitlements in staffing tables and job grades, operating expenses, investment projects, sovereignty and governance expenses, and all rights established under the constitution and law.
It is particularly emphasized that the region's financial entitlements and employees' salaries must be legally fixed and protected in the 2027 budget law, so that employees of the Kurdistan Region are equal to those in Iraq's other regions, as ruled by the Federal Supreme Court. The regional delegation also insists that salaries and basic financial entitlements be removed from the criterion of actual expenditure (actual expenditure) and any other restriction, and that a clear and stable mechanism be established for sending them.
