The Erbil Municipality presidency issues a statement on employees' plots of land, announcing that buying and selling transactions involving those plots are not permitted until the transactions and procedures are completed.
The Erbil Municipality presidency announced today, Wednesday, in a notice: Following the decision of Masrour Barzani, Prime Minister of the Kurdistan Region, on the date of 27 March 2024, at the Council of Ministers meeting to distribute land among employees, and subsequently the issuance of Instruction No. (22) of 2024 on the date of 31 May 2024, concerning the conditions and procedures for distribution in stages and by lottery, we clarify the following points to the public:-
1- Buying and selling employees' plots of land and card plots in any form is not permitted and is contrary to the laws and instructions. Until all legal procedures for registration and obtaining an independent official title deed have been completed, no buying or selling transaction may be carried out involving them. After the procedures are completed, the plot becomes its owner's independent property, and at that time they have the right to buy and sell it.
2- Unfortunately, it has been observed that some of the employees to whom land has been allocated, or those whose plots are still in card form and have not been registered, have begun buying and selling. This action will cause major social and legal problems and the transfer of the plot among several hands, while no official allocation has yet been made by the municipality for those plots. According to the instructions, these transactions are baseless and illegal.
3- We ask all employees and citizens to refrain from such transactions. We also ask all real estate buying and selling offices to conduct transactions cautiously; otherwise, they will bear legal responsibility themselves.
The Erbil Municipality presidency also indicated that, out of 82 thousand employee names within the boundaries of central Erbil whose approval has been returned by the Council of Ministers, so far, in eight stages, 55 thousand employees within the boundaries of the Erbil Municipality presidency have benefited from receiving land, and work on the subsequent stages is continuing.
