Under the supervision of the Kurdistan Region interior minister, the guide for police inquiry boards was approved by a majority vote; the regulation aims to standardize inquiry procedures among internal security forces based on current criminal justice standards.
Today, Tuesday, 20 October 2026, in the presence of Rebar Ahmed, interior minister of the Kurdistan Regional Government, the legal adviser, the director general of the Diwan, the directors general of the internal security forces, and directors of the ministry’s legal departments, the guide for inquiry boards was discussed and deliberated.
The Interior Ministry said that the guide for inquiry boards is one of the police operations guides, issued under Ministerial Order No. (1075) in October (2025), and consists of eight (8) directives/guidelines. The guide regulates inquiry procedures in police institutions while on duty, including taking statements and hearing witness testimony.
The statement said: The aim of this step is to harmonize and standardize the procedures of inquiry boards throughout the Kurdistan Region and among the internal security forces, and to ensure that they operate in accordance with effective criminal justice standards, laws and procedures.
Following review and assessment, the inquiry board guide was approved unanimously by those present, with some necessary amendments, and is expected to be formally issued and implemented in the near future. It is worth noting that drafting these guides is part of the reform process in the Kurdistan police force being carried out by the Interior Ministry.
